3.3.3.3.3 - Teams may substitute up to 2 players from their bench onto the court per Timeout.
Rationale: This regulates the amount of players can be substituted per Timeout.

I don't like this rule. I think a team should be allowed to sub up to all 5 of their bench players during one timeout. I don't see the need to limit it to two.

There's no rule in any sport that prohibits a team from substituting the maximum number of people off their bench into the game, besides soccer.

To be honest, I don't specifically remember why I suggested this rule. I think it was something to do with some way Nick Johnson was trying to cheat the system or something. I'll go back through my notes and see why I thought of this.
*Edit* I think it may have been a way to regulate the way we use timeouts. If you know you can only sub in 2 players at a time, you may be more likely to save your timeouts instead of using them to stop a game where the momentum is hot. Maybe that was the reason? I'm not really sure. Because I just don't like when things start going into that crazy-dodgeball mode where everything is happening at once and it is super exciting, then all of a sudden someone calls a timeout.

Indeed. A lot of people complain about the slow pace of the game and "stall ball" so this was just another one of those ideas to keep the game from stopping when the going gets good. I'm the first to admit that not all of my ideas are good. For god's sake, did you see the one I proposed about forfeiting points after so many shotclock violations? haha
