The rule states that if "two players pick up a ball at the same time and neither player secures possession after one or two seconds, a referee shall instruct both players to drop the ball and back away, then place the ball where it was located prior to the players’ contesting possession." Since the ref must reposition the ball, does this require play to be stopped? If not, how far must players back away/how long must they wait before picking up the ball again?

If the official's action will not adversely affect play, the Official may reposition the ball. But if this happened in the middle of the Court and the official would have to walk all the way into the Court to reposition the ball, then a Stoppage of Play would probably be required.
It's the goal of the Officials to keep play going to the best of their ability; think if Officials had to stop play at every point their was a squabble about a team catch ruling or a boundary violation. Games would take forever and that degrades the spirit of the what a fast-paced game dodgeball is. I put this under [4.2.3.4.5] in the Officiating manual, if anyone wants a specific.
Not sure if we need to attach a waiting period, tho. I'll leave it up to suggestions. It seems to be in place to prevent the contention from getting out of hand. Technically, the rule gives the Official the ability to keep the contesting players away from the ball for any reasonable duration of time.

Maybe instead of stopping play the ref calls "Strip" and makes sure the players know it and the players roll the ball/give the ball to the ref. That way play can continue and the ref just places the ball at mid court like 10 seconds later.

Jardine's post, among all its letters, gave me the idea of adding a word to denote how far they have to back up. Tagging up at the Baseline is totally reasonable in my opinion.
3.4.3.2.1 If two players pick up a ball at the same time and neither player secures possession after two seconds, an Official shall instruct both players to drop the ball and back up to the baseline, then place the ball where it was located prior to the players’ contesting possession.

dumbest rule ever... The rule should be just like a basketball rule. If the player has possession and is "tied" up like basketball then the ball should be dropped or whatever we decided. While if a ball is not secured and a player is holding it losely and it is poked away from them , it should then be a lose ball and anyone should be able to pick it up.. Period end of sentence. That should be the rule

I hate to do it, but I agree with Stein. I've watched guys poke a ball out and snag it from another player without actually making physical contact.
Bear in mind, theres a difference between a quick steal of a ball and a battle for it, but I think that guys who don't get a good grip and get their pocket picked shouldn't be protected by the rules.
That ball is your livelihood, and you're gonna let somebody else just tap it out of there... by hell you are.
