The Rule reads like this currently:
3.3.4.3.1 Legitimate Attempt - a Direct Throw within range of a Target, which may allow the Target to make a play on said Direct Throw. This range may be up to a step and a lunge in any of the 3 dimensions, in order to make a Direct Catch. A Target does not have to make a play in order for the Direct Throw to be considered a Legitimate Attempt, but may only be within the previously specified range.
I want to start by saying, Something like this probably at first read won't be liked, but I would like people to keep an open mind and give this thought before dismissing this.
I believe that the Legitimate throw rule should become more objectively defined. As in a throw should require a player to make a defensive move on a thrown ball. It could be a block, block attempt, a catch, catch attempt, a dodge, and of course being eliminated.
This would make the game much more exciting, with more action instead of a bunch of throws being intentionally wasted to clear the shot clock. Right now to clear the shot clock most of the time you pretty much make a throw into the ground "near" a player where you know they also wont be able to catch it. This causes games to end with relativity low scoring with some points that take almost an entire half.
I understand that sometime a ball will slip out of someones hand and not hit the entended target (it happens to everyone). If we would think about changing the legitimate throw rule. I would also suggest making a change to what could happen in the event of a "non-legitimate" throw. As maybe not as a harsh punishment, like if a throw is to be deemed not legit and the throw clock runs out then you have to give up 1 or 2 dodgeballs. You still get penalized for the shot clock violation, however you wouldn't lose all the dodgeball.
Once again it would be to make the game have more action, increase scoring, and allow more points in a game allowing a team to not be playing from as far behind if they were to get down 2-0.
