So if you've been looking at the opening rush thread, there's a lot of content. People for changing it, people for not changing it, people okay with changing it in April but not at the drop of a hat, old geezers like me yelling at kids to get off my lawn, etc.
I took some of today trying to come up with something that might satisfy all sides. You want to be able to adjust to situations as they come, but you don't want to have to constantly keep up to date on this stuff for fear of legislative shenanigans (Congress does enough of that for us as it is). You also want to clearly define when and how stuff gets done. Zig has been well-intentioned and put forth a way to vote on the opening rush thing, but the truth is no one ever agreed to doing stuff that way. That doesn't mean it's bad, just that you're making it up as you go along, which tends to be unstable. With that in mind, I put together a draft of something that might work for you guys.

tl;dr version: Three ways to get stuff done.
April Tournament - Same as normal.
Monthly Assembly - 1st-7th of the month, Member Teams can propose business by posting in the designated subforum. Teams can discuss it all month long. Voting begins the 15th of the month, and ends on the last day of the month. Results are released the 1st day of the following month, and take immediate effect. Games happening the same week the new rule takes effect may choose to play by the old rule. To get an issue passed, a majority of Member Teams must vote, and a majority of ballots cast will decide the issue.
Emergency Assembly - May be called at any time. Same thing as the Monthly Assembly, but with the following differences:
* Voting period is the 7 days following the proposal.
* Member Teams vote for two things, whether to convene the Emergency Assembly at all and their position on the issue if it is convened.
* 2/3 of all Member Teams must vote to convene the assembly, a majority of ballots cast will again decide the issue.
Administrator - Teams at the April Tournament captains' meeting will appoint someone (most likely Zig) to do the same stuff Zig is doing now.
This way, there are predetermined periods where things can be changed up, so you don't have to wait a full year to try and change something. Because it's on a monthly basis, it's not like any given day could be a new rule. If something is incredibly god-awful, like "wreck the NCDA" bad, "literally everyone agrees something must be done" bad, you can get it fixed in 7 days. In both cases, the burden is on the teams wanting to change things, so they need to motivate enough other teams to care enough to vote on the issue. Lastly, if it isn't important enough to the extent that a majority of all teams is saying, "Yeah, we need to fix this now," then it'll just have to wait until April where a majority of people WILL be present.
