I'm not sure it would be worded or what the cap would be, but we have all seen matches that were just terrible for the growth of the league (if this was a court case Henry Ford would be the precedent). Matches that at the end of them just leave a fowl taste in your mouth. So I would propose some form of slaughter rule where the losing team has the choice of either ending the game to save their arms, or mixing teams for the remaining time, or altering the game in some manner so that there was fun on both side of the court. As I said I would have no idea how to format this rule, but I think adding something along these lines would promote the growth of the NCDA and support the various tiers of competitive skill across the NCDA.

Completely agree with Fitz. As much as I want to commend a team for sticking it out in a game that they no longer can compete in score-wise, I think this is a much needed rule.

I do think an interesting twist in a Dodgeball slaughter rule should be the choice to mix up teams and continue playing just for fun, instead of just stopping the game. Because sometimes teams do spend a lot of time or money (usually both) to participate in a Dodgeball match. So I think there should be some form of fun active alternative rather than just pulling the plug on a game.

I agree, there needs to be something because the game is no longer fun and there is really no point to continue play if a team is down by like 9 or more.

I support this rule proposal. Even now teams have the option to forfeit a match and take a loss. Losses don't count negatively in the standings, and playing more matches is beneficial for your "ranking" if you are tied with another team in W/L % and points. (see 16-20 in the records for this example).
Teams should be guaranteed 50 minutes of dodgeball play, or minimum of 40 minutes under the shortened half schedule rule. If they want to cease the competitive, NCDA ruleset part of the game, they are totally able to do so by freezing the points and playing fun dodgeball.
The winning team should respect the losing team's right to fun. For instance, DePaul usually doesn't care what the other team does once we internally call the game in our group huddle. We silently make a group decision, come out of the huddle and pull a dead fish or iron curtain. But, we have had great and memorable times switching up the gameplay with Kent State and Grand Valley. Getting multi national champions to play a game of Sexy Nurse was a memorable highlight to last year's Nationals.
So my opinion: Force the winning team to play by your rules. They may get the win, but you'll get the better experience.

I think it should be a mutual decision, not just the losing team saying "oh we quit" after the first half or so. If both teams agree on it, then that's fine, but I don't think that there should be an option for one team to just end the game so to speak. This is just my opinion however.
As far as the "teams should be guaranteed 50 minutes of dodgeball play" we all know that's not always going to happen. Think about how often teams leave tournaments early for whatever reasons (long trip, tired arms, losing too much, whatever) and you're not going to be able to force teams to stick around. I wish there was a way to stop that, but that's unrealistic at this point.
