Rulebook Edits -
Changes to the rulebook may be made by a unanimous decision from the NCDA Executive Board without prior consent from the member clubs ONLY if said changes are strictly for clarification, grammar, or formatting purposes. If changes to the rulebook are made that alter game play in any way, a majority vote must be taken by the member clubs.

should be our generic voting policy referenced in an existing section of the Constitution defining how we conduct votes and elections.
Currently, that organizational policy is the Preferential vote. But i just not boxing those kind of clauses and favoring loosely coupled stuff.
