The National Poll.
There are five representatives from different schools across the Country. Each Region selects one member to represent their Region. Each member sits on the Poll for two years. (Exception of the first year, where two Regions only sit one year then revote.) This will create a rotating voting committee. Each year one of the senior members will act as the Chairman of the Poll (Voted on by themselves). The regions who need to reelect their representative will take one vote from each school to determine who their representative is. This representative should be someone who the schools think will be unbiased and willing to sit for two years. It is possible to elect an alumni if the Region thinks that they will continue to be active.
The purpose of the National Poll Committee is to rank each team in the NCDA from best to worst. (Think of the AP poll for Football and Basketball). There can be criteria that are used to evaluate or it can simply be what they think. Their votes can be considered confidential within the committee and the general public only knows the rankings, which should be released on the first weekends of October, December, February and April.
In addition to determining the rankings of the schools they will also determine the schedule for Nationals on Saturday and Sunday. (A suggestion of a twist is that whoever is the host school gets a vote for determining the schedules but not rankings because of the logistics necessary to run the event. Unless one of the sitting representative’s school is hosting Nationals, in which case no additional representative is needed.) So these five(or six) individuals will be the ones in charge of rankings and the schedule for Nationals.
